Can PostConf assist me in setting up pop-before-smtp,
sasl or some other authentication for remote users?

    PostConf software (through version 2) does not have a web interface to
    manage these features though they can all be configured from the
    command line.

    PostConf Virtual Servers and Hosting packages come pre-configured with
    Dovecot SASL.
